Russian Defence Minister Sergei Shoigu ordered troops to withdraw from the right bank of the Dnipro River after Vladimir Putin’s top commander in Ukraine, General Sergei Surovikin, proposed the “difficult decision” during a televised meeting. Ukrainian presidential adviser Mykhaylo Podolyak said there were “no signs that Russia is leaving Kherson without a fight,” suggesting Moscow’s “staged TV statements” were a diversion. However, NATO Secretary General Jens Stoltenberg said that news of Russian withdrawal from Kherson is “encouraging”. The Russian-installed governor of Kherson said his deputy Kirill Stremousov has been killed in a car crash. Ukraine’s President Volodymyr Zelensky has vowed that his forces will not cede even a “centimetre” of territory in Donetsk. The UK Ministry of Defence claims it is unlikely that Russia will be able to repair the Crimea bridge before September 2023. Moscow has said that ties with Washington are likely to “remain bad” regardless of the results of the US midterm elections.
